HIGHER EDUCATION BETWEEN TECHNICAL AND ENTREPRENEURIAL QUALIFICATION TOWARDS BUILDING A SPECIALIZED TECHNICAL UNIVERSITY

The topic of our intervention is related to the problematic approach of establishing a university institution specialized in the arts, which is a problem of current and paramount importance to the Moroccan university educational system, which has been, since the founding stage of the first Moroccan university in Rabat in 1957 AD, floundering in multiple problems, including: • improvisation in program formulation and preparation, • Adopting traditional pedagogies, • Focus on the quantitative nature of knowledge • monist and reductionist approaches • Lack of interest in strategic, cultural, methodological, and then communicative competencies. • Inability of students to apply the conditions of scientific research, • Weak outputs and high wastage rates, as 50 percent of students registered in the first year leave during the first cycle. Also, 10 percent of students in each cohort are the ones who obtain the leave. • The university's lack of openness to its surroundings and its confinement to the function of graduating educational frameworks in most cases. . . to other problems that clearly demonstrate the absence of holistic approaches for those in charge of this field. Awareness of the Moroccan League crisis began more than a decade ago. But the multiple approaches remained unilateral studying the flabby situation of higher education in isolation from other conditions, which led to the absence of social, economic and political development, that is, sustainable human development that takes into account all media and independent and dependent variables. The thing that motivated us to think about this simple contribution, which aims at educational reform that aims to achieve a set of goals ranging from what is general, what is educational, and what is socio-economic, often forgotten by those in charge of educational affairs in our country. It is the technical sector that can contribute greatly in bringing our youth to safety. . Therefore, the thought came to create a “specialized technical university. ”
