THE IMPACT OF ADMINISTRATIVE OBSTACLES ON INSTITUTIONAL PERFORMANCE IN THE GENERAL DIRECTORATE OF SOCIAL DEVELOPMENT IN DHOFAR GOVERNORATE: THE EFFECTIVENESS OF SOCIAL INSTITUTIONS IS A MEDIATING VARIABLE
The issues of administrative obstacles in social institutions have attracted the interests of many researchers and practitioners as the real response to the role of these institutions in society, so that this role decreases due to the presence of many of these obstacles that limit the effectiveness of these institutions and reduce their institutional performance, especially in light of the important social, economic and environmental transformations where it emerges The role of the knowledge economy, digital society, sustainability and intangible resources. However, many segments of society still suffer from a scarcity of resources and an inability to sustain long-term. Here, social development plays an important role in improving the quality of social life for many groups of society in particular, and then activating its role in the formation of a cohesive, solidarity and prosperous society. The Government of the Sultanate of Oman has realized this importance of social development and has established a special ministry that assumes these responsibilities, which is the Ministry of Social Development.
